Please include the Qt Designer in the Windows Installer. It doesn't adds more
than 2 libraries and a exe file (the size increase is not that big for a
compressed installer).

PySide did include it in the past (at least it did in the installer
"PySide-0.4.1.win32-py2.7.exe", as downloaded from  PyPI in September 2010).

PyQt does includes such tools by default, and it does comes in handy, because
otherwise one needs to download the full Qt Creator (46 MB at the time of this
writting), and that's overkill for people that only want to use Qt from Python.

designer and also linguist will be in next release of PySide packages
