It would be convenient if API section headers could have visible onhover
anchors.

More than that - Python docs has anchors for every function header -
http://docs.python.org/library/functions.html#non-essential-built-in-functions

Despite of IMO you argument doesn't qualify as an argument or at least a good
one, we'll do it anyway as it doesn't hurt anybody and makes somebody happy. =]

Bad argument? How about this one: Visible link anchors allow manual
cross-referencing to specific functions and blocks from hand-written tutorials.
Is that better? =)

Without bug 822 it takes a long time to see the changes. Unfortunately, site is
listing an old version, so I can't provide immediate feedback how it works, but
it seems like an anchors are made persistent. It makes sense to make them
visible only on hover.

You are right, it should have a better looking if only visible on hover, I'm
reopening the bug and this change will be made.
