Currently ShibokenConfig.cmake is tied to a single Python interpreter and only
provides information about whether this install is Debug or Release.

This gives some headaches to debian packaging as there should be debug and
release versions of libshiboken available in the same system.

This bug isn't blocking the bug 484, they are not related, so I removed the
dependency.
