Tag modify-documentation does not work, it modifies nothing!

This bug does not exists :-), just my mistake, the tag attr is xpath instead of
xquery.

The bug was finally found!

It happens when there are some modify-function before the modify-documentation,
this causes the modify-documentation code to set the wrong function signature
when the doc modification is a "class doc modification", not a "function doc
modification", because when it's class doc modification the signature must be
empty.
